There Is No Precognition Outside Prophecy

All justified, true predictions rely on seeing glimmers of upcoming trends in the present. This is true for technical analysis and strategic analysis, in seismology and meteorology (hopefully), in Austrian economics, and also in various forms of fortune telling (on the majority Jewish view these can be authentic).

This is how I understand the distinction between near and far future in the following Ramban.

Ramban Vayikra 17:7:

ואלו ואלו אינם יודעים במה שעתיד להיות לימים רבים ולעתים רחוקות, רק יודיעו בעתיד להיות בקרוב, כי ידעו בנסיונותם שיקבלו מן השדים בנגזר לבא ולכך תרגם אונקלוס, יזבחו לשדים לא אלוה, דבחו לשדין דלית בהון צרוך, יאמר שאין בהם שום צורך כי לא ימנעו הנזק העתיד ולא יעשו שום תועלת וגם לא יודיעו ברחוק שישתמר ממנו האדם בדעתו והוא לשון הכתוב גם כן “לא אלוה”, כאילו אמר “לא כח וממשלה”, כי אלהים לשון אילות וכח, אל הם, יאמר שאין בשדים אילות ושום כח, ולכך אין צורך בהם כי לא ירעו וגם היטב אין אותם.
The potential future is beyond the reach of human cognition because Hashem has a perfectly free will, and because He has decreed effects may not precede their causes within nature.
So to reveal and change the future, and generally to have things good and not bad, we need to come close to Hashem, to do Teshuvah, and to merit Divine inspiration (which helps with both).

The First Rashi on Bechukosai

Vayikra (26:3):

אם בחקתי תלכו ואת מצותי תשמרו ועשיתם אתם.

Rashi quotes Chazal:

אם בחקתי תלכו, יכול זה קיום המצות, כשהוא אומר ואת מצותי תשמרו, הרי קיום המצות אמור. הא מה אני מקיים אם בחקתי תלכו, שתהיו עמלים בתורה.

So “everyone” asks how the text implies toiling in Torah?

It appears to me when “Chukos” are left unelaborated, Torah study is implied. And “walking” must mean to the study hall, because review (שינון) doesn’t require focus (צילותא), and so can be done anywhere.
