I heard (I think second hand) that Rav Moshe Mordechai Karp shlita considers the sefer Vezos HaBrachah a wonderful companion for learning the sugyos, but NOT a halachah sefer, precisely for the lack of clear guidance.
I also heard (second hand) someone asked his halachic opinion about something, and when the questioner countered that this differed from Rav Elyashiv’s psak (of whom Rabbi Karp is considered a talmid), Rabbi Karp answered that he only asks about that of which he is in doubt, and not about what he has come to a conclusion.
