The end of Parshas Ki Tisa (Shemos 34:34-35):
ובבא משה לפני השם לדבר אתו יסיר את המסוה עד צאתו ויצא ודבר אל בני ישראל את אשר יצוה. וראו בני ישראל את פני משה כי קרן עור פני משה והשיב משה את המסוה על פניו עד באו לדבר אתו.
In other words, Moshe would teach immediately after learning himself, so there was no need to return the mask at all. The words “עד צאתו” are there because the reason for leaving the mask off had changed, per Rashi 34:33: ובצאתו יצא בלא מסוה.
