In “Ayeles Hashachar” on Vayak’hel (Shemor 35:34, ולהורת נתן בלבו הוא ואהליאב בן אחיסמך) he brings the Ohr Hachaim that says there is an additional skill of explaining, quite apart from understanding.
(He brings the Gra on Mishlei 22:18, but I think that can be easily explained.)
Rabbi Steinman also asks on the Brisker statement that one answer is probably better than several answers from Shabbos 33b:
… דמעיקרא כי הוה מקשי רבי שמעון בן יוחי קושיא הוה מפרק ליה רבי פנחס בן יאיר תריסר פירוקי לסוף כי הוה מקשי רבי פנחס בן יאיר קושיא הוה מפרק ליה רבי שמעון בן יוחי עשרין וארבעה פירוקי.
