Is There a Limud Zechus for Weekday Clothes on Shabbos Chazon?

The Aruch Hashulchan (551:11) argues there are locations and generations in which the only difference between Shabbos clothes and weekday clothes was the quality of the fabric itself, so wearing weekday clothes on Shabbos is not always considered “showing Aveilus in public”.
