Tehillim chapter 51, end:
אדני שפתי תפתח ופי יגיד תהלתך. כי לא תחפץ זבח ואתנה עולה לא תרצה. זבחי אלהים רוח נשברה לב נשבר ונדכה אלהים לא תבזה.
Then immediately:
היטיבה ברצונך את ציון תבנה חומות ירושלם. אז תחפץ זבחי צדק עולה וכליל אז יעלו על מזבחך פרים.
It appears the hope is that through prayers “akin” or even “preferable” to sacrifices we will arrive at the real thing, as well. Korbanos alone are not enough; prayer is not enough either.
