Every Halachic authority must find stringency proper somewhere. So where did the Aruch Hashulchan see fit to be stringent? Here, for example (Y.D. 89:7):
וכן המנהג הפשוט בכל תפוצות ישראל להמתין שש שעות, וחלילה לשנות, ובזה נאמר ‘פורץ גדר’ וגו’.
In other words, he follows Minhag wherever it takes him, whether to or from Sinai.
